    How do property-tax foreclosures work in Rowan County?

    Answer: NC property taxes are due September 1, and interest starts January 6 (G.S. 105-360). After that, counties can foreclose on the tax lien, either by civil action (G.S. 105-374) or in rem (G.S. 105-375). Here's what Rowan County's own pages say:

    • Rowan County's Foreclosures page says tax foreclosure starts after other collection efforts are used up, and that the process "from start to finish can take as little as 60 days or as long as 18 months."
    • Owners or lienholders can pay the taxes and fees in full up until the day of sale to stop it. The county opens bidding at the delinquent taxes plus interest and legal costs. The sale is subject to a 10-day upset-bid period.
    • Sales are held at the Rowan County Courthouse, 210 North Main Street. The Tax Collector (402 N Main Street, Suite 101 · 704-216-8544) also publishes delinquent-taxpayer lists, and the county's page recommends getting legal advice from your own attorney.

    What do sellers in Rowan County usually run into?

    • A family house in Spencer or East Spencer that nobody has lived in for a while. Vacant inherited houses pile up taxes and insurance problems. Rowan's tax foreclosure can move in as little as 60 days once it starts, by the county's own description.
    • An heir in China Grove or Landis with siblings who disagree. If co-owners can't agree, North Carolina has a partition process (G.S. 46A-21). That's attorney territory. A buyer can't settle a family dispute.
    • A Kannapolis address that turns out to be in Rowan. Part of Kannapolis is in Rowan. If the parcel is on the Rowan side, the deed is at 402 N. Main and any foreclosure is at the Salisbury courthouse, not Concord.
